So you want to make a pepper steak dish. I can't make any promises, but this particular dish takes about 30 minutes to make. You will need the following cookware:
1. Big pot with lid.
2. Spatula/ladle/something like this.
3. Something to make rice (steamer, pot)
4. Knife and cutting surface.
5. Assorted bowls (for eating out of and for the cut veggies)
6. Spoon
7. Large bowl. You'll see why.

You will need the following ingredients:
1. Steak. You can fudge this part and use beef cubes. Depends how much of a meat lover you are. You'll need about 3/4 lb.
2. Green pepper. One good sized one, depending how much you like green peppers.
3. Two large tomatoes.
4. Scallions 1-2 stalks
5. Corn starch
6. Olive oil
7. Sesame oil (only if you can get it)
8. Soy sauce
9. Pepper!

Steps:

1. Start the rice cooking. It'll take a little longer for the pepper steak to finish than the rice to steam.

2. Cut the green pepper into little squarish chunks. Do not keep the stem or seeds. Place in a bowl.

3. Cut the tomato into cubes. they don't need to be terribly small cubes, but let's just say that they cook faster the smaller you cut them. Place in a bowl.

4. Cut the scallions into 2 inch pieces. Set aside on a paper towel or something.

5. Cut the beef into strips or squares. They should probably be about the same size as the green pepper pieces, roughly. Place in a large bowl.

6. Add soy sauce to the beef in the large bowl. It'll be about 5 tbsps. You will be adding corn starch to this. Remember, you can always add soy sauce, but you can't get rid of it.

7. Add a heaping tbsp of corn starch to the beef.

8. Mix the beef up. You want to get a nice coating of corn starch on the beef. The soy sauce should have made it easier. If you have too much corn starch, add a little soy sauce. Too much soy sauce? add some corn starch.

9. Add the pepper. As much as you like.

10. place 2 tbsps olive oil in the pot and turn up the fire to high. Let the oil warm.

11. When the oil is hot, dump the beef into the pot. You'll need to start stirring immediately. Don't worry if some of the corn starch sticks to the bottom of your teflon pot.

12. Stir the beef until they look cooked to a medium rare.

13. Remove the beef to a bowl and set aside. Do not turn off the heat.

14. Put the tomatoes into the pot.

15. Stir the tomatoes every now and then, and keep the lid on the rest of the time.

16. When the tomatoes are about 50% liquefied, add the greeen peppers. (If you had sesame oil, you would add a tsp here)

17. Stir stir stir!

18. Reduce to a simmer for about 5 minutes.

19. Add the beef and stir for about 5-10 minutes.

20. At this point, everything is ready to eat. You can let the pepper steak continue to simmer until the green pepper is a little bit softer, or you can eat now.

21. Add the green peppers to the pot and keep the lid on as you dish out the rice.

22. Enjoy!
