Cayenne pepper, shaken liberally around the areas where the offending pets like to roam, will deter these animals without harming them.
In spring, when the animals start to get out and about in the neighborhood or garden, start out with a twice a week sifting of cayenne pepper (dry) in the areas they like to congregate in.
The dogs will learn quickly, and after a few weeks, you can go to once per week.
It is a relatively inexpensive and definetly safe option, causing no harm to your plants or pets.
