In answer to Sallyann Wagoner's question - try spreading a few moth balls around under the shrubs.

While I haven't tried this personally, it was recommended by more than one person who said it works.

Make sure you use the moth balls & not the crystals - the crystals can be picked up by the birds, and you only need it for the smell - the cats don't like it.

It also works to counter act the smell when the neighborhood cats decide to use your flower bed as a litter box.
